NOTICE OF RACE

1. ORGANISATION
The Race will start from the Royal Yacht Squadron line, Cowes on the 26th June 2004. The organising authority is The Island Sailing Club. In the event of the race, or a fleet, or a class, being cancelled, it will not be re-sailed.

2. RULES
2.1
The Race will be governed by the 'rules' as defined in the Racing Rules of Sailing (RRS), with Royal Yachting Association (RYA) Prescriptions, together with, as appropriate:

2.2
The organising authority reserves the right to change the Notice of Race by amendment. In cases of conflict, the Sailing Instructions shall prevail.

3. CHANGES TO THE RACING RULES OF SAILING
3.1
RRS 52 (Manual Power) shall not apply to powered centreplate and sail handling devices in IRC rated, Classic Racing Yacht and ISC handicap classes.
3.2
RRS 51 (Movable Ballast) and RRS 52 (Manual Power) shall not apply to movable and/or variable ballast which is declared and rated in accordance with IRC rules.
3.3
RRS 31.2 and RRS 44 will not apply. Provided that she has not caused serious damage or gained a significant advantage, a boat that has broken either rule may accept a time penalty of 2% of her elapsed time rounded to the nearest second.
3.4
A boat that infringes RRS 29.1 will be scored with a time penalty of 5% of the boat's elapsed time rounded to the nearest second unless the Race Committee decides that the boat has gained a significant advantage in the race, in which case she will be scored as OCS.
3.5
A boat that is awarded, or accepts, a time penalty will not be eligible for a Line Honours Trophy.
3.6
Random safety inspections will be carried out before and after racing to check compliance with the Notice of Race and Sailing Instructions. A boat that either refuses an inspection or fails to give every reasonable assistance to an authorised inspector may be disqualified without a hearing. This changes RRS 63.1.
3.7
Other changes to the Racing Rules will be detailed in the Sailing Instructions.

4. CLASSES
4.1

The Race is open to the following boats and classes:

Handicap Classes • IRC rated boats • Unrated monohull boats applying for an ISC handicap
  • Sportsboat Rule • Classic Racing Yachts racing under ISC handicap
  • Multihulls • Original and Modern Gaffers

One Design Classes • Contessa 32 • Hunter 707
  • International Dragon • Nicholson 32
  • International Etchells • National Sonata
  • Folkboat Global Challenge Yachts

4.2
IRC rated and ISC Handicap classes will each be divided into three groups (further sub-divided into up to four divisions each) for the purpose of separate starts and additional prizes.
4.3
The following restrictions will apply to Class entries:
(a) The minimum base Safety and Stability Screening Number (SSSN) is 8 for IRC entries.
(b) Classic Racing Yachts shall have been built before 1975.
(c) Boats entering the ISC Handicap Class shall have a minimum waterline length of 5m, a minimum displacement of 770 kg and a minimum base SSSN of 8 (or an equivalent stability index).
4.4
Clubs and Associations, affiliated to a Member National Authority, may enter teams of 3, individually entered, boats in each of the 3 IRC Groups and/or the overall ISC Class.

5. RATINGS AND HANDICAPS
5.1

Entrants for IRC classes shall have a valid rating certificate issued by Seahorse Rating or UNCL.
5.2
Entrants for Sportsboat Rule (SBR) Class shall have a valid one-design certificate of a recognized one-design sports boat class, or a valid individual SBR certificate issued by Seahorse Rating.
5.3
Entrants for one design classes shall have a valid class certificate issued by their class association or the RYA.
5.4
Entrants for the Multihull classes shall have a valid MOCRA rating certificate.
5.5
Old and modern gaffers will be allocated a handicap by the Island Sailing Club through the Old Gaffers Association.
5.6
Monohull boats without a rating certificate will be allocated a handicap by the Island Sailing Club, and entered in the ISC Handicap class. These handicaps are Club handicaps and may only be used in races run by the Island Sailing Club, and by other authorities that have sought, and been given, permission from the Island Sailing Club to do so.
5.7
No new or amended ratings will be accepted after 1200 hours on Wednesday 23rd June 2004 and no correspondence will be entered into with individual boats with regard to their TCC/TCF/TCS.

6. CONDITIONS OF ENTRY (which alter Class Rules where applicable)
6.1
All boats shall be required to carry third party insurance indemnity for racing with cover for a minimum of £2,000,000 sterling.
6.2
All boats shall carry an operational marine VHF radio telephone equipped with channels 16, 37, 69 and 72.
6.3
All boats shall, while racing, wear:

(a) The special coloured Fleet Flag provided by the Island Sailing Club.
(b) Their Class Flag, which shall be provided by the entrant. (see NoR 16)

6.4
Boats may additionally be required to display a sponsors' flag, and, if so, details will be given in the Sailing Instructions.
6.5
Anchors stowed on deck shall not protrude over the bow. Boats shall carry sufficient suitable cable to hold the boat in the likely depth of water and weather conditions. Dan buoy flags shall be removed or rolled up so as not to be visible.
6.6
Outboard engines shall not be tilted up so that the propeller is protruding beyond the transom.
6.7
Every boat shall carry a unique sail number on its sails which is in accordance with RRS 77 and Appendix G and which is identical to that appearing on its entry form. Competitors should pay particular attention to the sizes of characters and their placing as required by Appendix G1.2 (b).
6.8
All monohull boats (except Sportsboat Rule Class, International Rule and Square Metre Classes, International Dragon, International Etchells and Hunter 707, which are defined as 'dayboats') shall comply with ISAF Offshore Special Regulations for Category 4 races, except that Regulations 3.09.1, 3.09.2 and 3.09.4 regarding cockpit self-draining, water tightness and draining, and height of the cockpit sole, shall not apply.
6.9
Classic Racing Yachts, except for International Rule Class boats, shall comply with the ISAF Offshore Special Regulations for Category 4 races except that Regulation 3.14, as regards lifelines, stanchions and pulpits, shall not apply.
6.10
Where Class Rules with regard to guardrails/lifelines are in conflict with the ISAF Offshore Special Regulations for Category 4 races, a boat deciding not to comply with those Regulations shall not be eligible to race within the IRC rated or ISC Handicap categories. She may however race within her class on the understanding that her class may be cancelled in the event of adverse weather conditions. 6.11
Multihulls shall comply with ISAF Offshore Special Regulations for Category 4 races, except that Regulations 3.13 (crash bulkheads), 3.15.2(c) and (d) (netting triangles), 3.14.4(c) (trimaran outrigger lines) and 3.14.4(d) (lifelines on catamarans) shall not apply.
6.12
All dayboats (as defined in NoR 6.8) shall carry an anchor with suitable warp, a marine compass, navigation lights that comply with either ISAF Offshore Special Regulations for Category 4 or International Regulations for Preventing Collisions at Sea (COLREGs), a watertight flashlight with spare batteries and bulbs, and a whistle.
6.13
All dayboats shall comply with ISAF Offshore Special Regulations for Category 4 races with regard to pyrotechnic signals, with the exception of International Dragon and Etchells, who shall carry a minimum of two red hand flares, two white hand flares and two orange smoke.

7. ADVERTISING
7.1

Advertising in a one-design class may be restricted to Category A if the class association has so decided.
7.2
Boats in handicap or rated classes may advertise in accordance with Category C of RRS Appendix (1).

8. ENTRIES
8.1

Entries shall be made on the official entry form (either by hard copy or on-line), which must be fully completed. Team entry forms are available from the Island Sailing Club Office.
8.2
Entries must be accompanied by the appropriate entry fee as follows:

  'Early Bird' entries received by 1200 hours on Saturday 3rd April 2004 - £50.
  Entries received by 1200 hours on Saturday 5th June 2004 - £55.
  Late entries will be accepted if received by 1200 hours on Saturday 19th June 2004 if accompanied by a special entry fee of £165.

 





8.3
The entry fee for nominated teams entered under either IRC or ISC is £25 per team.
8.4
If an entry is withdrawn up to 72 hours before the start of the Race, the entry fee (less an administration charge) will be refunded on request at the end of the racing season.
8.5
No entry fees will be refunded in the event of the Race, or a fleet, or a class, being cancelled or abandoned.

9. STARTING TIMES
9.1

The warning signal for the first start will be at 0550 hours.
9.2
The times of subsequent starts are set out in the Table of Classes (NoR 16).

10. COURSE
The course is round the Isle of Wight, crossing the RYS starting line to the westward, round the Needles lighthouse, pass St Catherine's point, round Bembridge Ledge buoy, round No Man's Land fort, with all marks being left to PORT, and crossing the CORRECT finishing line from east to west.

11. SAILING INSTRUCTIONS
11.1

The Sailing Instructions will be posted to all entrants, using the name and address given on their entry form. The correct post-code should be provided.
11.2

The Sailing Instructions will also be available on the official website at www.roundtheisland.org.uk

12. SCORING
12.1

In one design classes, boats will be scored on their elapsed time, plus any time penalty, in sequence from the shortest time.
12.2
In handicap classes, boats will be scored on their corrected time (elapsed time plus any time penalty multiplied by their TCC/TCF/TCS) in sequence from the shortest corrected time.

13. DECLARATIONS
The Declaration Form provided in the Sailing Instructions must be completed by the person in charge of a boat and submitted within 2 hours of her finishing or by 2300 hours on the day of the race, whichever is earlier. No finishing position will be given to a boat that fails to declare correctly.

14. PRIZES AND MEMENTOS
14.1

A complete list of prizes and trophies is provided in NoR 17.
14.2
The prizegiving will be held at 1200 hours on Sunday 27th June 2004 at the Island Sailing Club. The list of prizes and trophies to be presented at the ceremony will be given in the Sailing Instructions.
14.3
A memento will be available to every boat that sails the course in accordance with the Sailing Instructions, on presentation of its signed Declaration Form.

15. WAIVER OF LIABILITY
The Island Sailing Club is providing this series of races only on the understanding that the Club and its representatives bear no responsibility for any loss, damage, injury or inconvenience to boats or persons howsoever arising directly or indirectly from their rules, courses or rulings during the races, or related activities. Persons in charge of boats must be competent and their crew fully aware and conscious of the actual and potential risks involved in engaging in active watersports and that their crew's physical safety could be endangered by the actions or inactions of other competitors, the organizers and the race committee. The safety of a boat and her entire management including insurance shall be the responsibility of the owner/competitor racing the boat. In particular owners: a) shall accept full responsibility for their crews and for the seaworthiness and safe navigation of their boats and shall use their own judgment whether to start, continue or retire from a race in the existing or forecast conditions (RRS 4). b) shall draw the attention of their crews to the risks of racing and to this Waiver of Liability before the start of any race. The fact that the race committee conducts an inspection of a boat does not reduce the responsibilities of the owner/competitor set out in this waiver.
